DOUGLAS P. HIBSHMAN is an associate in the Washington, DC office of Smith, Currie & Hancock LLP. Doug is a native of Lancaster, Pennsylvania, and received his undergraduate education from Bloomsburg University of Pennsylvania where he graduated magna cum laude in 1993 with a Bachelor of Arts in Anthropology and History. He received his Juris Doctor from the University of Cincinnati College of Law in 1998.
During the summer of 1997 after his second year of law school, Doug completed U.S. Marine Corps Officer Candidate School, Quantico, Virginia, and was commissioned a Second Lieutenant in the Marine Corps Reserve. Upon graduating from law school in 1998, he reported to active duty as a Marine Corps Judge Advocate at Marine Corps Recruit Depot, San Diego, California. From 1999 to 2003, he served as a legal assistance attorney, unit commander, military prosecutor, and Special Assistant United States Attorney (SAUSA). As a military prosecutor and SAUSA, Doug prosecuted numerous service members and civilians charged with committing felony violations on board military installations throughout southern California.
In 2003, Doug was assigned to the Administrative Law, Legislation, and Ethics Branch of Judge Advocate Division, Headquarters Marine Corps, the Pentagon, Arlington, Virginia, where he provided legal advice to senior officers and executives regarding various legal issues affecting the Marine Corps. In 2006, Doug was promoted to the rank of Major and assigned as the Head of the Judge Advocate Policy and Plans Branch where he served as the principal legal advisor to the Staff Judge Advocate to the Commandant of the Marine Corps on all matters regarding future planning and doctrine development, personnel structure and policy, and fiscal and financial matters. In 2006, Doug also completed his degree requirements for an LL.M. in Taxation from the Georgetown University Law Center, Washington, DC.
Doug resigned from the active duty Marine Corps in 2007 and served as a law clerk for the Honorable Mary Ellen Coster Williams at the U.S. Court of Federal Claims, Washington, DC, where he focused on bid-protests, contract claims, and tax cases.
Doug continues to serve as a member of the Marine Corps Reserve and is currently assigned as a Judge Advocate at the International and Operational Law Branch of Judge Advocate Division, Headquarters Marine Corps.
Doug joined Smith, Currie & Hancock in 2008 and is active in the firm’s construction and government contracts practice areas. He resides with his wife and three children in Alexandria, Virginia.
