MARK B. CARTER has represented a broad range of clients, including public and private owners, general contractors, subcontractors, and suppliers in all types of public contracts and construction disputes. Mr. Carter has also represented clients doing business with municipal, state, and federal entities, and has protested solicitations at the General Accounting Office, United States Court of Federal Claims, and state and municipal agencies, both pre- and post- award. Mr. Carter also has experience in negotiating construction-related and material supply agreements. Mr. Carter is committed to pro bono work, and in 2005 received a fellowship to work at Atlanta Legal Aid Society where he gained valuable litigation experience representing individuals in breach of contract, landlord/tenant, and domestic relations cases.
