JAMES W. COPELAND received his Bachelor of Civil Engineering degree (with a concentration in structural design) from Vanderbilt University in 1988, where he was on the Dean's List and inducted into Chi Epsilon, the National Civil Engineering Honor Society. Mr. Copeland then worked as a project engineer for a large industrial and heavy-highway general contractor for four years. Mr. Copeland received his J.D. degree from the Duke University School of Law in 1995, where he served on the editorial staff of the Duke Environmental Law and Policy Forum and on the Dean's Advisory Council. Mr. Copeland is a member of the Georgia Bar , and is also admitted to practice before the United States Court of Appeals for the Federal Circuit and the United States Court of Federal Claims.
